Good question. Cheney and Bush established within 24 hours after the 911 events who was to blame. This focused all of the american fear, hatred and indignation upon OBL and Al Qaeda. Just read the so called 911 Commission's report. It's a whitewash - a rubber stamp of everything fed to it by the WH.
It is not an investigation - it's propaganda. Just read it.

So given that, the answer to your question is that 1) it can be countered by people claiming the old conspiracy theory thing 2) it's branded as unpatriotic 3) in the end, the Cheney and Bush will always have plausible deniability.
