Get a really FUN learning software (for a PC/Mac/Linux) that teaches it to you CLEARLY and still be FUN. I liked the ones with animation cartoons and interactive stuff. You'll learn it because those software programs make you learn it to play their games (I like games), and you'll learn it fast b/c it is addictive like Yahoo Answers LOL.
P.S. make sure the software you pick up doesn't just repeat the same Q's over and over for the same subject (I hate the ones that were programed like that, because you could just memorize them instead of learning it), make sure it is RANDOM.

First and foremost, understand an algebraic equation as a statement. You can express '2X+1=5' as an idea..."two times a number plus one equals five"
All the manipulations you perform on paper to 'find x' are simply re-statements of the original idea. You could also say..."two times a number is one less than five"...or..."a number fits into four exactly twice"...and so on.
The operations may become more involved, you may be searching for something other than a single, real number or you may simply want to restate the idea in the simplest way possible to incorporate into a computer program....whatever.
To me the most important thing to remember is the equation represents an idea. Restate the idea to fit your needs.

Algebra is fun. You can learn it as easy as a preschooler can do ABCs.
Start from simple lessons first, and practice a lot from them, and move to the next. Do not forget to PRACTICE yourself a lot. Do not go through all of it without being sure first that you understood it.
If you really cannot understand, ask all your questions to your teacher. Keep on asking until you finally understand it. If you find your teacher hard to approach then you can try perhaps your science teacher or a whiz classmate. Do not skip anything you do not understand. If you are stuck and you really cannot understand, rest. The next day you will find it easier. TRUST ME!

the fastest, most effective way to learn algebra is to actually do your homework, pay attention in class, and stop socializing with boys instead of doing your algebra.

Get a tutor. I had a heck of a time with algebra in Junior High School, and my dad (a Professional Engineer, and Rocket Scientist) tried to pound it into me. We both hated it and had a hard time with it. Most schools offer a tutorial program. If I had a tutor back then, then it might have saved dad a few lost hairs.

Practice makes perfect. Try answering a lot of problems in your algebra book or online. With that, you will be able to learn from your mistakes and it will be easier for you to understand them. Also, try using a time limit so that you can improve your math skills.

Read the textbook with paper and pencil. Write down each step when the book works out a problem. Try to understand each step. If you can't follow a step, ask your teacher.
