Don't download questionable free programs with spyware like P2P software toolbars, search tools and smiley faces etc.
Don't click on pop-up ads.
Don't install extra junk that launches everytime you boot.
Don't clik on e-mail attachments you don't recognize.
Only buy additional computer hardware from popular respected vendors with Microsoft certified drivers.
Install a decent virus & spyware detection software. I think Norton antivirus itself slows down your computer.
Have at least 512MB of memory for Windows XP, preferably 1GB.
Don't pull out USB cable devices until you disable it to safely remove it.
Don't use software that hangs and make you have to pull the plug on the PC.
Stop using Windows 95/98/Me/NT/2000.
Don't install old programs for old operating systems.
Make a good back-up of your system and documents so you can go back to that when your system does fail or your hard drive dies.

First of all manage partition table.i.e Boot partiton is lower than data partition.i.e If you have 40Gb Hdd , c : 8Gb and remaining other partitions. And load win2kPro.Not Server vertions.
And I don't load all application software in Boot Partition.Only minimal things in Boot partition and destination of these software to in D Drive.
Always my system protect with antivirus software.
If any virus attaches done, i will imme., clean the hole Hdd.
If hi end virus attaches done i will formate only C drive imme.,
For this i will always keep the C drive without data.
It prevents the virus attach in data partition.
And i will keep upto date Security patches.It is very impartant.
I should update my ERD frequently.

AntiSpyware watches for cookies and other malicious things put on your computer by websites that want to spy on you. As they spy they use your resources and slow down your system

You should have Windows Defender. It is free from Microsoft and watches your system prevents programs from taking over your home page etc.

Between those three you are doing a pretty good job of protecting your system.

Try to disfragment the disk, also try to expand your RAM memory if its possible for your computer, check if theres any viruses or adware slowing down your computer.
If the processor isn't too good that might happen as well

You can get a free spyware program from microsoft (Beta)
Also, go to download.com for free & trial versions of anti-virus programs. Use your windows firewall.
