First of all there is a "pecking order".
The "insurgents" are not as disorganized as we are made to believe.
There is a standard hierarchy, much like our line for the presidency in the loss of our primary leaders.
It is a form of governing that they are extremely familiar with, having practiced it for many many years.
As for the NEW Iraqi government.....one that WE have designed, it is UNFAMILIAR to them.
We have forced a governing body on them that we are having to TEACH as we go.
Their natural hierarchy has been predetermined.....not voted on.
As stated above, it takes time to design something from the ground up.
And much much easier to put into place a standard that has worked for them for centuries.

the so called new insurgent leader is self appointed, the government is being formed by the free vote of the people and this takes time!

little known fact: the Iraq's don't really want to do the things we are having to push them into doing,their soldiers don't want to fight for themselves, their government isn't what they want etc. get the point? when we finally leave the place will go back to a Saddam style regime,just watch
