im not sure, but here are MY reasons:
1. u need 2 no when 2 get out of the bath
2. good excuse not to go swimming
3.cuz ur hands n feet absorb water, expand ( like when u put water in a new sponge from bed, bath, n beyond) and wrinkle up sort of like when ur clothes r 2 big, and u pull on them to make them fit- or better, wearing a size 10 sock on size 4 ft.

This happens because the skin can absorb only so much water. When it plumps out too much, wrinkles appear.

because of the fact our sweat glands in our ft and palms, lie heavily to the floor of those aspects. If those aspects are below water for a quantity of time ( swimming, tub bathing ) the sweat glands won't be able to produce any sweat, alongside with different pores and skin protection . i'm hoping that this helped.

Because the water absorbs into your skin and it becomes loose since the skin cannot hold any more water. Just like if you pickle a cucumber,

The water removes some of the oils in your skin, making it loose its shape.
