Typically you need to do the following:

Turn the gas valve on. (the handle will be 'in line' with the pipe, not crossways)
Turn the water heater to 'pilot', and hold down.
Light the pilot, continuing to hold the button down.
After the pilot has been on for about 30 seconds, you can release the button... if the pilot stays lit, then you can turn it to 'on'.
If the pilot goes out after releasing the button, then your thermocouple did not have time to heat up. That's a safety feature... it shuts off the gas, when it senses no heat from the flame. Just repeat the steps. If the pilot still will not stay lit, then you likely have a bad thermocoupling, and you will need to replace it.

Set it to "pilot" when you light the pilot.

Then after a couple minutes turn it to "On".

Pilot. If it's in the on position you have gas coming from the burner and you could get seriously burned.
