yes. congrats on being normal
it takes years for everything to get to fully developed. I am 16 and I dont think I'm fully developed yet.
don't panic. don't compare your developemnt to others - some will develop faster than you and some slower

I got it last year and i had like no hair but then again the hair i did have was fine platnium blonde lol
