That is the usual time that pardons not excusable are handed out. I do not think so but he would be the 1st president to not pardon his friends.

Doubtful...

That was a such a landmark case in corporate fraud and bankruptcy, that it would hurt Bush's political position. Though his term will be up, I doubt he will want to sacrifice his political integrity. He would lose respect from the entire business community.
