i dont think they have any jurisdiction outside the city limit, i think its turned over to the highway patrol

If any peace officer, no matter what city he is from, witnesses a crime...depending on its severity he has different levels of response he can make. If lives are in danger, he can step in...if its a simple burglary, he most likely would detain, or simply call for local assistance.
A Peace Officer is an officer no matter where in the State he is. However, if your talking about serving warrants or some such, they simply leave it to the local jurisdiction.

I don't know about Texas specifically, but in most cases the police officers are sworn by the state. While they may work for a city or county, they are authorized by the state and their police officer status is valid throughout the state.

It depends on the location. A lot of smaller towns "incorporate" communities and county roeads outside their city limits, and they have concurrent jurisdiction with the County Sheriff. If you're in doubt, contact your local Justice of the Peace or County Clerk; they should be able to clarify the boundaries for you.

While they aren't going to be serving warrants outside the city, they are bound to enforce the laws and arrest those breaking them. In TX the officer is sworn in by the local department, but is given his power by the state, and therefore has power to enforce the law anywhere within the state.

they may proceed with their police duties any time anyplace they see a crime being committed when in pursuit of a criminal!
