I think you mean the "START" bar that used to be at the bottom of your screen in Windows. You can click and drag it back to the bottom. Click the blue bar and hold down the mouse button and move your mouse towards the bottom of the screen. If it won't move, right-click the blue bar and uncheck "Lock the Taskbar."

You should be able to drag it from the right side back to whereever it was. If you can't, right click on the toolbar and make sure the "Lock the taskbar" is NOT checked. Once it is unchecked, try dragging it back to where it was again. After it's back in place, you may want to right click on it and check "Lock the taskbar" in order to prevent it from happening again.

Move cursor arrow to tool bar press left mouse key, hold down and drag to bottom of screen and release.

Just click on the empty part of the taskbar and then while you have your finger down on the left click, just drag it back down.

Once you drag it back down, right click on the taskbar and you can lock it. That way, you wont have this issue again.
