I forecasted for the Department of Defense and we never used percentages. We had to be right on or bad things happened. Anyway every forecaster has an AOR (Area Of Responsibility). So when your local guy (or gal) says 40% chance of rain...they mean literally that there is a 40% chance that it will rain somewhere in their AOR...at some point in the day. I agree that it really doesn't help hearing a forecast like that. Go to www.intellicast.com and check your local radar. That will tell you where it is raining now...and you can loop it to get an idea of where it is going. Of course that isn't going to help if you want to know what's going to happen 3 day from now (of course 3 days from now they don't really know either - they should have an idea though.)
