Fabric store specializing in quilts. Gingher brand shears are first-rate; my wife, the quilter, has several different shears in a variety of sizes. There's one pair in particular that I'm thinking of, the blades are only about 3' (75mm) long but they're like daggers. They're exactly what you need.
Or do what I do and use a sharp knife. Yes, you have to be careful not to pierce whatever's inside the bubble wrap, but it's a lot smoother (with a really sharp knife and a little practice, at least).

Scissors are fine but you should go to a packaging / shipping supply store . They may have the cutter you need that partially covers the blade and protects the product you are unwrapping.
You will find the best scissors at a beauty supply store if you still prefer.
They can be a bit pricey for the intended use, though.

Fiskars is an excellent brand, and they make a wide variety of cutting tools. You can find them in any WalMart, most hardware stores, and any fabric store. At WalMart, look in the fabric department first, then check the tool area.
I have several pairs of Fiskars...I used to lay carpet, and found them very handy. Ive got large and small pairs... most are spring loaded...makes it easy on the hands. Some are a couple of inches in length of the blades, and some longer. They are easy to take apart to sharpen too, should you use them enough to actually dull them.
Here is a link to some of their products... browse the site.. they have a LOT of different kinds of cutting tools.

I got these little ones at Walmart, that are very pointy and sharp. They look like a little crane or stork. I can't remember the name. They have similar ones that look like this bird at fabric stores, but they are REALLY pricey! I think these were under $4.
They were in the fabric section at Walmart.
