Just concentrate on getting a really good graphics card, like NVIDEA, and get a lot of memory...if you get at least 1 GIG, then you are set.
If you care about the sound of the games, then you might want to invest on a really good sound card as well.
These are the recommendations for SIMS 2:
If you have a T&L (info about what T&L is below) capable video card with at least 32 MB of video RAM (such as nvidia GeForce 2 or better or ATI Radeon 7000 or better) then you need at least:
800 MHz processor
256 MB RAM if Windows XP
128 MB RAM if Windows 98, Windows ME, or Windows 2000
At least 3.5 gigs of free hard drive space
If you have a non-T&L capable video card (such as TNT2, Intel, or Rage for example) then you need at least:
2.0 GHz processor
256 MB RAM if Windows XP
128 MB RAM if Windows 98, Windows ME, or Windows 2000
At least 3.5 gigs of free hard drive space

If you want max graphics you better go sli or crossfire with 7900gtx's or x1900xtx's. As for the cpu an AMD cpu with a high clock speed is the way to go. like an A64 4000+, X2 4800, or a FX-55 FX-57 or FX-60. and at least 1GB of RAM. The intel people will chime in now and say get a pee 4 but its a well known fact that athlon 64's kick the crap outta pentiums in games. but sli or crossfire is a must for max graphics and effects.

«Hard Drive»
I would recommend atleast a 200gb hard drive if you are going to play alot of games. The best hard drives are Seagate, Maxtor, and Western Digital.
«Cd Drives»
I would recommend atleast a dvd-rom since some of the newer video games come on dvds.
«Memory»
I would get atleast 1gb of memory to get the best performance on your games.
«Processor»
Any processor over 2ghz is capable of games like Doom3. To get the best results, buy an Intel Celeron if your on a budget. A Pentium 4 is the next step up. Both are capable of gaming. If you want to take it to the extreme, get a Pentium D or a Athlon 3400+ or greater.
«Video Card»
I would recommend getting atleast a 256mb video card for a gaming computer. Do not get a video card with TurboCache or HyperMemory because that means that the card does not actually have 256mb of ram, it is just acting like it. I would get a Radeon X1000 or greater or a GeForce Fx 6600 or greater.

That is a pretty good budget computer although the only thing that I would change is the graphics card. Don't get me wrong the 560Ti is a good graphics card the only thing is that GeForce graphics cards aren't as good for higher resolution like dual monitors as AMD graphics cards, for you I would get maybe the Radeon 6950 or Radeon 7850

I would concentrate on 3 things...decent amount of ram...a kickass video card at least 128mb ddr ram and then a nice middle of the road processor with 800fsb no celerons here. The best place to buy parts i have found on the net..and they have great customer reviews from gamers like you.
