No, it isn't bad at all. Your cache memory is extremely fast, but is also extremely small compared to the other types of memory in a computer. By cleaning one's cache now and then, it helps boost performance as files and other junk can sometimes pile up.
Your cache is mainly used for programs that are running. The more cache you have, the less items you have to store in slower types of memory when executing a program.
It's a good idea to clean out your cookies as well. They store data related to the user/machine and can be used for various tracking purposes. Some are even used for adware programs that will target you with ads for specific tracked items found in your cookies.
Clean them both regularly to avoid errors.

Clearing the cache frees up hard disk space, and allows ALL pages to re-load every time you click on them. Clearing cookies is not a bad thing to do. The only way it hurts is that you will loose all of your saved passwords.

You clear your Internet " cache" every few weeks if you use the Internet a lot, since all of those cookies and history take up room on your computer , and in the cache, and slow down your surf speed and computer functions.

you want your cache to be cleared of cluter. data you don't use will slow it down.
as for cookies, the ones U use all the time, keep them. then your internet browser gets U2 the sites quicker. but old cookies you don't need, & never use will slow down the process. just more data the computer has to go thru, before it finds the thing it's looking for.

clearing the cache gets rid of old data from past websites you've visited. clearing the cookies isn't bad unless you have windows saves your passwords to certain websites.

open Internet Options from the TOOLS menu if Internet Explorer.
Click on the CLEAR COOKIES and DELETE FILES button.
Then go to the System Tools folder that you find in the Acessories section of your Programs section (START BUTTON). Click on the Disk Cleanup button, and use that. (It might take a while).

Clearing cookies can just make you unrecognizable to some websites where your password is stored.
