In order to sustain a nuclear fission reaction, the neutrons have to be slowed down. Otherwise, they will not interact enough with the uranium atoms to cause them to split. Hence, a 'moderator' is used to slow down the neutrons (which are then called -surprise- slow neutrons). Water is commonly used as a moderator in most reactors.

There's another meaning to the term as well. In nuclear fission reactions, neutrons are released at the moment of fission. These are often called "fast" neutrons. After the reaction, it's not unusual for other neutrons to be released by the resulting fission products. These would be the "slow" neutrons.
It is perhaps not a coincidence that "fast" neutrons by the above defintion also fit the definition of "fast" that the others are using, i.e. they tend to have very high kinetic energies. Those released later tend to be "slower", or closer to thermalization.

Fast Neutrons refers to teh fact that those neutrons have a high kinetic energy, and via the wave particle duality, a short wavelenght.
Because of this the neutrons are not reabsorbed by other atoms.
This is why in most nuclear reactors, graphite is used to slow down teh neutrons. The fast Neutrons are scattered by teh neutrons in teh carbon atoms, leaving some energy behind and slowing down, thus teh term "slow" neutron.
Slow neutrons can then be reabsorbe dby anothe rfissile atom starting teh chain reaction all over again.
Note that instead of graphite, heavy water can also be used, becaus eit is neutron rich
