NO!!! Many people tell me "Everyone can float on their back." I tell them I don't float. So they proceed to tell me how I do it wrong.
So they (even swim instructors) get me to float on my back and let go, my legs start sinking and slowly the rest of me sinks. Until my nose is underwater and where I finally stop sinking, but then I can't breathe.

I think we all have the ability to float but not everyone knows how.
I think the larger people usually are more bouyant and float for
longer periods of time. I think people who are not evenly shaped
such as just top heavy or just bottom heavy people have more
trouble staying afloat. I love to float when I am in the water.
I kind of jump up and go on my back . I can float with my arms out
stretched or by my side. I can kick or keep my legs straight and
still float. When you feel like you are starting to sink just kind of
do a light dog paddle or swish your wrists around til you are
floating again.

No, because of a matter of different people have different body masses and lung capacities. I used to be able to float when i was younger, but lung scarring has diminished my lung capacity, therefore decreasing my bouyancy. A person that is mostly dense matter, i.e. muscle and bone, will have a slightly harder time floating than a person with either more fat or a larger lung capacity, because fat is less dense than muscle or bone. take 2 people who are the same weight, but at different fat to muscle ratios and have then float in a pool. The person with the higher muscle mass may sink a bit more than the person with the higher fat mass. it's like trying to get a piece of damp wood to float the same as a dry piece of wood that weighs the same. it's all density.

Not neccessarily. Despite being heavier, fatter people are less dense so they will float better. The old adage of muscle weighing heavier than fat is actually true. When I was younger and leaner, I used to sink downwards even with full lungs and only the tip of my head would stay above water.. Now I can float serenly around so long as I have a full pair of lungs.

I don't think so.
I think it has to do with your muscle mass or conversely your body fat percentage. Since muscle is much more dense than fat I would think a really muscular person with very low body fat percentage would be more likely to sink.
My father could never float - he'd sink straight to the bottom like a rock. But I don't know if he wasn't doing it right or maybe just pulling my leg.

The vast majority of people do. Humans are less dense than water, which is why we naturally float. People that can't float just aren't spreading their mass out properly, mostly.

bouancy depends upon both surface area and mass. As long as a heavier person cam provide sufficient area per mass, they can theoretically float just as well as a slimmer person with a similar area-to-mass ratio. hovever, as this is rerely the case, heavier persons with an A to M ratio sufficiently low enough will sink to a depth where their density equals that of the surrounding water [supposing they a) arent eaten by those scary 'monsters of the deep presented so readily by h(b)ollywood and b) they manage to extraxt oxygen from water in a manner not yet known to modern science]
