I recently replaced a clogged catalytic converter - lacked power in all gears. Right before replacing it, and now, when I accelerate lightly from a stop I hear a clicking sound similar to an exhaust leak, but when I step on the gas harder the sound stops. If I reduce my acceleration slightly from that, while still driving, it happens again, all day whether its a cold or hot engine. What is goin on?

the shield is fine. However, you most likely caused a leak in the manifold. The donut can be replaced, but I would just let it be. Your 86 boat will need other thing much bigger in the future. The crack/leak in the manifold is only a problem if it is before the O2 sensor, and on your older car, it is not.

If you removed the cat on your car, you may have disturbed the shield that surrounds the cat. This shield could have cracked and when it vibrates, it makes that clicking noise.
Good Luck
