I guess it depends on your point of view. If you're in India, ethnic jewelery might be stuff from France.

But usually in the west it means jewellery from other cultures, especially Africa and Asia. Big beads, bright colours. Big hoop earrings and nose rings from India. Belly dancing jewellery from North Africa... etc
