Definately an install issue. You have a leak. You should never need freon.

Yes...you have a leak. Have your installer put some neon dye in the system and you will be able to see the leak with special glasses.

It is illegal to not repair a ac unit that has that type of leak due to EPA laws. You can get a $10,000.00 fine if not corrected and somone turns you in
