First, when you look for a hotel in Vegas consider this. All of the big hotels on the Strip are great. The most important things to consider are location, price, and in the summer you want to consider its pool area. So, stay on the strip in the center of all of the hotel locations so that you can walk to see all of the hotels and casinos, and all of the free attractions. The best place to stay to do that is in one of the hotels on or nearest to Flamingo Rd & the Strip. At that corner is Ceasers, Bellagio, the Flamingo, Ballys, and the Paris hotels. I am not saying you need to stay in one of these but stay close to them. I do recommend the Flamingo if you are looking for a good price, location and pool.
The next thing to consider in picking the BEST place is price. Rates go down in the summer (and again after Thanksgiving, until about mid-January (except new years eve when prices double)). So pick a place that has the best price for you. Ceasers and Bellagio will cost top dollar all of the time (like $150 and up) per night during the summer. Flamingo, Ballys and some others you can get into for around $100 (but most times for less) during the low seasons. Its also more expensive in all Vegas hotels on Friday and Saturday nights by $40 to $60 more, so to get a lower rate go Sunday and stay through Thursday night.
In the summer you probably want to spend some time at the pool areas which in Vegas are fabulous. All of the big hotels have great pool areas. But the Mandalay Bay, Monte Carlo and MGM hotels have wave pools, and lazy rivers for tubing or body floating. The Flamingo has a water slide (not big but nice and refreshing) and also a water fall. All of these would be great for the kids.
I have stayed at Mandalay Bay, Excalibur, MGM, Monte Carlo, Bellagio, Ceasers, the Rio, the Flamingo, Ballys, and Harrahs. But the BEST place for me when I go is who has the best price. Again, all of the Strip hotels are great. So shop the web sites, look at the hotel rate calendars, and go when the price is the lowest. That's the best place to stay on the Strip.
You can probably get lower priced rooms at the Circus Circus, Sahara and Rivera on the north end of the Strip and also at the hotels on Fremont Street. But you will be a long way from the center of action and have to take a bus or taxi to Strip action. In addition, if you need to run to the room for a little R&R, it’s a long ways.
The things there for kids include:
There is a place called "Game Works" which is next door to the MGM, across from NY, NY that has all of the video type games any kid could want. (look for the Coke bottle).
At the other end of the Strip is the Circus Circus hotel and casino and it has a huge arcade full of games for kids, circus acts every half hour, and if that's not enough, an indoor amusement park with roller coaster rides and stuff. At the Sahara hotel there is a roller coaster ride, and also one at NY, NY. I will not mention the ride atop the Stratosphere tower, they may be too much for your kids.
There are movie theaters right on the strip, near the MGM and in the Palms Hotel across from the RIO hotel on Flamingo Avenue. There is also a bowling alley in the Gold Coast Hotel on Flamingo Ave next to the RIO(also a good place for a lower priced buffet) and another bowling alley in the Orleans.
This should help you decide whether to stay off the Strip or at the Circus Circus. At the lower end of the Strip the Excalibur is a good moderately priced hotel and its kids friendly too.

Circus Circus comes to mind and is one of the cheapest hotels. Orleans is another cheap option and is also kid-friendly. Orleans is a bit off the strip, but the hotel is farily new and nicer than Circus Circus. So if location is not that important, it is a good option.
You should really consider MGM Grand, which is a great kid-friendly hotel. However, it is not cheap, but moderate. In general, I think people should stay at a hotel priced just above what they think they can afford. A bad hotel room can really ruin a trip and Vegas has some of the worst cheap hotel rooms around (they also have the best for the money). People spend much more time in their hotel room they they think they will. An extra $50 or so per night can make a huge difference in hotel quality (Circus Circus vs. MGM Grand). I'm always amazed at how easily a person will gamble $25 or $50 in Vegas, but they don't want to pay $100 or so per night for a nice hotel. In other cities, like San Francisco, New York, etc., you can hardly find any hotel for under $300 or so per night, yet you can stay at a 5 star hotel for around $160 in Vegas, which is actually a bargain.

Somebody mentioned the El Cortez...no way; it's grubby and in a bad area. Everybody else is saying Circus Circus, which is a good bet, and the Luxor has a lot of kid-friendly activities, too, (rides and arcade) as well as the Excalibur, which has an indoor carnival and rides. To compare the BEST prices, don't use Priceline or Expedia. The hotels won't give them the best prices anymore, so check the hotels' online sites directly and look for specials and packages. There are hotels with better prices, like Imperial Palace, Tropicana or downtown hotels, but they're not kid-friendly. Remember the free stuff to show your kids: the Treasure Island (they call it TI, now) outdoor pirate show, the Mirage volcano, Bellagio fountain show and conservatory, and Fremont Street Experience. Have fun.

You can usually find a low price on rooms at the Circus Circus. That is a great place for kids also. It isn't the best place on the strip but usually the most affordable. If you gamble with their "slot card" and play enough they may even discount your room more.
Palace Station also has some "non-tower" rooms that are sometime $19 a night on weekdays and $49 on weekends. Just off the strip and not a bad place for the money.
Always check the normal discount sites like Expedia, Travelocity and Hotwire for current deals and go to www.LVRJ.com and look for the link for cheap Las Vegas rooms.
Deals change all the time and it also depends on if anything super big is happening in town when you arrive.

I agree with Circus Circus - it's really the only good option on The Strip for people traveling with children.
However, I would recommend, for price and children, getting off The Strip to one of the so-called "local" casinos. Places like Boulder Station, Texas Station, Orleans, Santa Fe Station, and Sunset Station are all much cheaper (usually) than hotels you'll find on The Strip and have tons of great activities for children (arcades, bowling alleys, movie theaters, playcare centers, lower cost restaurants, etc.).
The cheapest way to book hotel rooms in Vegas these days is to visit the individual website for each hotel - it takes a little bit more time than going through one of the big travel booking websites, but you can often find much better deals, often guaranteed as the "lowest rates."

Circus Circus is probably the cheapest, major hotel on the strip.
It is very child friendly with an amusment park, circus acts, pool,
game arcade, McDonalds & shopping arcade..right inside the
casino. The web site is Circuscircus.com & they are located
at the north end of the strip.

A good hotel that is cheaper than the others, fun for kids, and still technically "on the strip" is Circus Circus. I stayed there a few months ago, it's a good balance between price/features.

El Cortez downtown is as far as you can go out Fremont safely (not far). Good safety & dead cheap. Right near Fremont Experience. If stay in original 1941 rooms can be under $30. 4 Queens another cheap option - slightly more upscale. Person wrong on El Cortez - still fine. Just don;t go past it to the Western....

Mid week is the Wild Wild West off the strip on Tropicana about 3-4 blocks west. I hear it's OK, but can't beat the prices.
