Home Owner association's are only good in sud-divisions with a covenant...Most cities have ordinances dealing with yards and stuff like that....check with your local court clerk or the sheriff's office to find out if they have these ordinances and then if they do you will have to file a complaint to get the ball rolling.....

You should call city hall or your county government and they will direct you to correct department. Be pepared to answer the questions they will have. Usually they ask you why it should be cleaned up. Is it a hazard, are they growing noxious weeds, are they creating a place for vermin (rats) to live, etc. Good luck, getting others to live up to community expectations can be a challenge.

It's the zoning board. contract your local Town hall and ask them. there were some ppl that had a junk yard , instead of a yard and the Zoning Officer was the one that came out and fined them. Hope this helps!

The Health Department or some government agency. Maybe you can find it in the phone-book, or the yellow pages.
