To encourage participation and reward great answers, Yahoo! Answers has a system of points and levels. The number of points you get depends on the specific action you take. Having limits at the lower levels, and even the higher levels, helps to limit abuse. It also gives people a little time to learn the proper way to interact on the site. You can see that some people waste all of their answers with comments like "thanks for 2 pts" or "UR Stoopid" or "idk". If everyone could ask and answer more questions at the lower levels, then this junk would just overrun the system.
That's why you earn more responsibility as you move up in points. The thought is that once you start contributing to the site on a consistent basis and have taken the time to move up in levels, then you are given more responsibility in the form of being able to ask and answer more questions.
Once you get to level 5, then you've probably spent a lot of time on the site and know how to behave, so you have earned the right to answer an unlimited amount of questions.
Also, there are probably some well-meaning people that just don't quite 'get it' during their early days on the site. They could unknowingly rack up enough violation notices for unintentionally bad behavior that their account would get suspended. The limit on points also reduces this likelihood.
So, if you're done with your quota of answers for the day, then spend some time voting for some best answers on the questions that are unresolved, then spend some time rating best answers (thumbs up or down) on questions that are already resolved. If you answer AND vote AND rate as much as you're allowed everyday, then you'll make it to the next level more quickly and be able to answer more questions per day.

Earn points, when you get to Level 5 you can answer ask as many questions as you want. And post as many comments. I'm already on Level 4!

I believe the intention is to limit the number of useless comments posted by pre-teens who cannot spell. By rewarding those who contribute more usefully to the forum (with bonus points for best answers and for voting on best answers), Yahoo hopes to create a more intellectual and useful society.
Poorly-punctuated, unresearched answers won't garner many points, so the people who post them won't be rewarded with the priveledge of being able to post more.

I think that maybe they get stingy with the two-point thing after a while...or they think that some people will sit here all day and all night, answering questions and getting WAY more points, and that's not fair to those of us who actually have things to do...a life to live.

There are limits on Yahoo, so you can go to MY ANSWERS and vote for MINE. Then I would VOTE for yours.
Yahoo probably also understands that some of us should get back to WORK, so our boss doesn't catch us goofing off.
Actually, you are not supposed to tell any one that you hit the limit. They would think that you are crazy, and have gotten addicted to this.
