The Japanese governtment still claim some of the southern Kuril Islands and Japan officially considers the island of Etorofu (Iturup in Russian) as part of Japan. So by Japanese reckoning Etorofu in Hokkaido (prefecture) is the most northern island in Japan.

"At Japan’s northernmost extreme, there lies is a vast island of colorful landscapes. This is Hokkaido, a place whose unique natural environment is its greatest attraction"

That is refering to Hoakkaido the prefecture and not Hokkaido the island. The map on the website shows Hokkaido island along with the rest of the smaller islands around it that are part of Hokkaido (prefecture).
