PHP and Mysql is the best. It is free and the easiest to use and implement new features and is the best documented language on the web.

I think MySQL/PHP are a better option, because they are FREE!

I don't think there is a best way. You have to start with what you want to accomplish, who your customers will be and what skill set you have.
