Why did China mandate having only one child per family, when China was always into large families?

It's a contradiction, but the government has to enforce the one child policy because of the problems that come with over population, like water shortages and what not. However, different places in certain areas, they have different policies. In some rural areas, a couple can bear two children if their first is a girl. Even with implementation, the desire to bear a son is still strong that many are will to do anything to have more children.

because they're communists and they want to control everything. The government wants to tell people how many kids to have and which sex positions to use. I came from a communist country and I know.
The large population thing is baloney, India has a large population but they don't tell people how many kids they can have. This planet can support a whole lot more people than the zpg people want us to believe.

There were getting to be just too many of them. Places were just being overrun with too many Chinese. Even Mao once said he was not afraid of nuclear war because if a nuclear attack killed a billion Chinese there were still a billion more.
