Volunteer. I'd recommend Habitat for Humanity. You'll have fun, and might learn how to do something. You'll also get a good tan outside! Also, Special Olympics is a lot of fun as well, but less time commitment.
Work. Make some money and keep busy.
Learn to play an instrument.
Read a book.
Take a class. (If I had time, I'd take a welding class. Sigh. No time)
Learn a new skill (Again, if I had time, I'd learn to horseback ride...but no time.)
Just sit down and make a list of 100 things you'd like to do before you die. Then start working on them!

Without knowing your age, and whether you need to make money while you are keeping yourself busy, that is kind of hard to answer. You might want to add some details.
There isn't enough there for me to make suggestions.

Well if you are looking to make some money, at that age, walking dogs, pet sitting, paper delivery, mowing lawns, wash cars, would be pretty much the route to go.
If you are just looking to stay busy, there is summer school, camp, swimming, reading (you know those 10 books you are supposed to read over the summer and do book reports on..., Jig saw puzzles, house cleaning (ya gotta learn it sometime), cooking, making popsicles, start a journal.

Read a book, write a book, learn a new sport, pick up a martial art, learn a new language and be one of the few bi-lingual Americans, do art, travel, take photographs, get in awesome shape and do a triathlon, learn to really dance (salsa's always good for us women), learn circus acrobatics, volunteer at an animal shelter, be a lifeguard ...
Yes, this is the list of someone that would love a free summer.

I think that you should write a book. That always seemed like a great way to spend some time. You never know, you could be the next Dan Brown!
Oh, and get a girlfriend... that is useful in SO many ways!
