Don't do it at the outlet. A 220 has 2 hot leads and a ground, yes you can detach one hot side. You would be better off changing the wiring at the panel box so that you will have one hot and 2 grounds (the second ground is normally the bare copper wire that foes to the hole below the 2 plug slots).

Not that I know of.You can convert the plug but since you do not know this I am not going to tell you how.

What you are looking for is a stepdown transformer, not an
adapter.
