Yes! The US government uses this logic all the time: "The needs of the many outweigh the needs of the few." What does it mean? Well, Ruler A is warmonge, & lives/eats extravegantly while his own people starve. So, you hire a sniper to "take him out." Is it moral to do this? No. But it gets rid of a nasty problem/person, people are saved & can now live in peace & relative security.

Yes, self-defense is an example. It's OK to do from time to time, but if you lived continuously as such, you would no longer be moral.
