Some times, especially in housing editions, there is a round cast iron cover in your yard to the main water shut off valve. Usually there is a meter that is removed or added when the water is shut off or turned on. If they removed that, then you're out of luck. I doubt the city is dumb enough to just close a valve to stop your water service.

The main valve for city water service is usually in the front of the house within the sidewalk. Look for a square grate with a small hole. City puts a lock on it most times.
Once you find it and turn it on, you have committed a misdemeaner theft and if caught, you could permanently lose water service! I wouldn't recommend doing that.

Should you learn how to turn your water on, you will get caught by your water supplier, city or company and be charged for theft of services. The fines are very large, plus the co many can estimate how much you stole from them and make you pay for ever drop they say you used, and that is never a low figure. The courts don't take likely to theft of services. they will hammer you in court including possible Jail time!

Work a deal out with the city and see if they'll reconnect your water supply. If you don't get your water on soon the city in which you live could start the action of condemning your home and moving you out of it due to Health Code Violations.
