I don't think you should, that is a job for Yahoo! This is a forum of speech, and even though you may not like their opinion, keep in mind they probably don't like yours either.
Off of that soapbox, you can probably report it to Yahoo if it's graphic in nature, don't want the kiddie's reading it!

You don't that's up to the Yahoo staff, you can click on abuse under their name and report them if you find questionable content.

when do I?, or when should you?, that goes two ways, first I have never asked any one to do that, and second why should you ask someone to do that in the first place?!

if it violates board policy you can report them ( http://answers.yahoo.com/info/community_guidelines.php )... under the report abuse link... sometimes they delete the question, sometimes they don't... depends on the severity...
