As it is was said before, they are perfectly within their bounds to test their weapons, assuming it doesn't violate any signed treaties. Just the same, however, the United States and other nations are within their bounds to use the United Nations or other bodies to create sanctions or authorize military actions against the North Koreans.

To test conventional (non nuclear) weapons, yes. But they are a part of the nuclear non-proliferation treaty, and they are making direct, threatening overtures towards the US by developing and wanting to test a missle that can hit the Western US with a nuke. So testing that long range missle would be in violation of the non-proliferation treaty, and would be a threat to the US.

No b/c they signed the Non-Proliferation treaty. And the dictator Kim is crazy enough to shoot it at us. But then since when has anyone obeyed the Non-Proliferation treaty?

Sanctions never happen, screw the sanctions and tell them twice "if you don't get rid of your nuclear program we'll blow it off the earth."

They can test the non-long ranged weapons all they want.

Yes,every country has the right to make and test any weapons they want to,as long as it doesn't harm anyone or destroy the environment while testing

Sure they can test weapons.

What they can't do is fire a missile with a 6,000 mile range over the island of Japan like they did eight years ago.

No, the Koran's are backing out of a treaty they signed in 1968. Willing they agreed to the nuclear treaty, and now they are waging war since they will not follow what they willing agreed to.
