I went to Reunion.com and found 323 possible scott jacksons that are 33 years old.

Try googling the info you know, or using a website such as zabasearch.com. Unfortunately, since you don't have as much recent info and you seem to need to find him so much, you may have to pay a service or get someone else involved.
