This is the site I use. Just to advise though he get thousands upon thousands of mail and emails per day. I did get a picture of him thanking me for contacting him on an important issue (not sure which one, I wrote him on a whole bunch of issues). So don't expect him to write you back personally.
Also when writing your representitives it is a good idea to put it clearly in the title what you are writing about. Write about one issue at a time. Be as concise as possible (I have a hard time with that one). Don't put in the first sentence "Why do you suck so bad!", it won't get read.
Oh yea, unless you really want other people to read the e-mail you sent, I wouldn't worry about the extra impact letter. I can't see spending money to send an e-mail.
