Not Picture Pages, though that was a good show. This was a white guy, soothing voice, he'd be drawing in chalk on a big board while reading the story.

The name of that show is Gather Round. It aired on PBS in the northern United States. I believe the guys name was Paul something and he also sang and played guitar.
