I agree with a poster above that Tony's is a can't miss option. However, as the poster stated, it is extremely expensive.
A less expense, but still delicious option is Cafe Napoli. Unlike many of the suggestions above, Cafe Napoli is not a chain (eg Friendly's, Calif Pizza Kitchen, Houlihan's, etc). It is located in Clayton, one of the nicer suburbs of St. Louis (about 15 minutes west of downtown). The decor is very classy and the environment plenty romantic (it can get a bit festive on busy nights). Bar Napoli is located next door for live music after your meal. There was another restaurant in Wildwood/West St Louis County known as "The Pond Inn" and not sure if is open anymore but I have heard that it was the best in St Louis.
You may also want to drive out to the Wineries in St Charles County off Hwy 94 in Augusta for a romantic afternoon.
If you are looking for a beautiful place to go outside the St Louis area, try the Ozark National Scenic Riverways down in Emminence Missouri and go to Alley Springs and other springs in the region.

All of the restaurants mentioned are just average. St. Louis is known for their Italian food. Tony's is expensive, but it has been one of the only 5 diamond Italian restaurants in the United States for Decades.
If you want cheaper options let me know.

I highly recommend the Spaghetti Factory. It's not far from the landing, the food is amazing, the service is nice, and the building is GORGEOUS!! I went there on a senior class trip, and I believe I only paid ten dollars for a three course meal. I was with a group though, so it may have been discounted a bit, but it's still worth the trip

i go to St louis every year. One restaraunt i always go to is Houlihan's in Union Station It is a great restaurant with a wide variety on the menu from Italian to steals to BBQ. very nice restaraunt. not terribly expensive either, usually cost me under $20

I recommend Zia's on the Hill. Awesome Italian and good salad. Very good. Nice location. If you want somewhere for dessert and you're not afraid to go somewhere not so fancy go to Ted Drews for sure!

Maggiano's Little Italy down by the Galleria. Get there early or try for reservations. They are a VERY busy place. Avoid Carraba's. I got served raw chicken there.
