Phosphorescent waves are caused by Red Tide if that is what you are referring to. You can see it in San Diego on occasion.

The waves you see in a fire or a heat source are infrared light waves distorting the cooler air around it

the air above the flame is being heated so its density is changing. this change in density distorts the distribution of the gases and water vapour in the space above the flame, which then acts as a distorting lens to whatever you are looking at through that area.
