is residency requirements for municipal employees legal? What criteria must be met the municipality for this?

Yes, there is no protection under federal law as to not being able to requier this. many do for teachers, esp for police officers.

This is not necessarily legal if it has a discriminatory impact against people of other races or if it has constitutional defects.
