A friend and I are having a disagreement about what is the way to start a new page. She would rather hit return a couple of times and i said to hit CTRL and Enter at the same time for a page break. Which one is correct formatting procedure?

Either method will work however if you need to have a page terminated so that a new one can begin, then its a good idea to use the page break.
Use of the page beak will help in keeping other pages formatted correctly

I don't think that there's necessarily a right way. Both of your methods work fine. However, yours is more efficient particularly when you only write a few sentences on one page and then move on.
