My OS is shot and I need to re-install it but my dvd rom is shot as well. I do have a usb cd-rom that I can use but I can't figure out how to get it to boot to that usb drive.

There are some laptops that can boot off of a usb cdrom, but very many of them. Is your USB cdrom a laptop style cdrom? If it is take your bad DVD-ROM drive out of your laptop there will be some sort of plastic bracket on both sides and a small adapter on the back of the driver, remove this. Then dissemble your usb drive and place the adapter and bracket on that drive and insert into your laptop. Otherwise I would start hitting up used computer stores for a cheep cdrom or DVD ROM to put into your laptop.

Problem 1: the USB drivers do not load until the OS does...sorry

well u would need to go into the bios settings and set the boot sequence to the usb, but some bios systems dont allow for this.
