I would suggest Maybelline Pure. Foundation. It's a shine-free foundation with H2O, plus, it's formulated with 50% water instead of pore-clogging oils that can cause breakouts

for balck skin is best to not go cheap. I mean your face is THE singl most impotant thing that people see. also inexpencive foundation has zinc oxide which makes dark skin look ashy after a few hours of application. Iman has a good foundation. A mostly African American cosmetics line would be the bestway to go. Visit your local mall and find a Sephora store. they have a couple.

I would recommend Black Radiance, but to be honest, most cheap make-up is going to look "off". Even though Black Radiance is a line for black women, it's a rare thing to find a decent match. As for Cover Girl...either you are a Honey or a Sable (with a color or two inbetween) or you are out of luck!
Iman has a great line for black women. I don't wear foundation myself, but a friend of mine does, and she loves it! It's expensive, but well worth it. You can find her line at Ulta or many department stores, and they will help you find the perfect match.

Cover girl has a great line for African Americans, that has really good cheap foundation but if your limit is around 25 dollars than I would go for Fashion Fair, it is just for African Americans and it's really good for the skin. You can find it at Dillard's or Foley's.
