I'm not sure but I think people used to say they were "on air" or "on the radio" and tv is an outgrowth of that industry. I believe "in the movie" refers to being in the production i.e. he was in the film. We still say on the big screen, etc.

you can be ON the silver screen and IN a sitcom. I think the "ON" part refers to when your face actually appears ON the thing...the "IN" refers to being "IN" in the cast. Colloquial expressions are just weird like that.
