it's like asking why do we write it DOWN, but type it UP? (if ya catch my 'drift')

I'm not sure but I think people used to say they were "on air" or "on the radio" and tv is an outgrowth of that industry. I believe "in the movie" refers to being in the production i.e. he was in the film. We still say on the big screen, etc.

The same reason one is IN a TV series, but ON the silver screen.

Because we don't live in a movie house and watch the telly on a movie screen!

you can be ON the silver screen and IN a sitcom. I think the "ON" part refers to when your face actually appears ON the thing...the "IN" refers to being "IN" in the cast. Colloquial expressions are just weird like that.
