Because that's discriminatory and wrong. While it sounds like you mean well, you want to isolate and quarantine AIDS patients. That's not a good thing.
What do corrupt governments have to do with treating AIDS patients like lepers?

Communist countries are capable of doing what you imagine, democratic countries look at whats best for everyone and thus have a harder time focusing on special interest groups. There are AIDS Hostels in America where patients go to deal with this illness, perhaps thats what your looking for?

Why not a place for cancer patients...their are 1000 times that many that need help.
Plus Aids can be avoided 100% by not
doing those things that CAUSE aids
and we know what they are
