u can't it is the worlds only purely neutral substance with a pH value of 6 it can not be neutralized

A vacuum.

If you fill a bottle half full of water and then seal it off, then apply a vacuum to it, the water would expand slightly due to the loss of pressure on it. Some of the water might evaporate as well.

You would end up with a bottle that is a little over half full with the same amount of water in it, thus you could say it was diluted since you had increased the volume of the water without changing the amount of the water.

dilute water in a solution? If you want to dilute water then add great amount of solvent, eg one drop of water in one liter of hexane.

but most of the time water is the one used to dilute solutes but if you say to dilute water then water acts as a solute and you wil use other solvents.

I would drink it I'm thirsty so I guess I would add me to water.

I can't really think of anything that makes sense on the subject of diluting water.

you can use anything except water. the meaning of dilute is To -make thinner or less concentrated by adding a liquid such as water.- but you don't have to use water to do this you can use almost anything as a diluent (yes that's a real word) if you are trying to reduce the amount of water in a liquid but if you are looking to make it thinner than you can add anything that is less dense like alcohol

I never heard of diluting water, we use water to dilute any liquids.

A combination of 2 parts Hydrogen and 1 part Oxygen should do nicely.

Since water is in self a "diluent" anything that would dissolve in water that is not water would be the correct answer.
