(1) Get a client. Have them pay you to make art that fits for their product.
(2) Start drawing for magazines, websites, or books. Do this by looking at the media you want to draw for, then draw or make art for the content (a magazine article you liked). Then send it in to the media and ask them if they'll hire you or recommend an agency. Also search online for said agencies. Do this every day for 3-5 years. Then someone will hire you. When you are hired, it will snowball and you'll get more and more business.

Go to the library or bookstore and aquire a copy of"The Artists Marketing Guide"it`s published every year around September.
