Sounds like the bearings are failing. You should replace the fan. They're cheap and easy to swap out.

Additionally, modern motherboard BIOS regulates the speed of the fan depending on the CPU/case temperatures. ie. if the CPU is running hotter for whatever reason, the CPU fan will spin faster/louder to cool it better. You should nail down which fan is making noise.

Replace the fan(s) that is making noise. If it is the power supply fan, replace your power supply. It is not complicated and you wont have to worry about a meltdown from a seized fan.

turn off. pickup your fan . in the pack under the Lable you can put oil and then clean the dust then it works like new one.
but if its a cpu fan just go and buy a new one ;) dont risk

It's probably loose and vibrating. It's no big deal unless you don't tighten it, because then it'll shoot off and take out your computer. Get a screwdriver and tighten it.
