the united states leads west africa with a 5hour time differencial so when it is 4:00 pm tuesday in the U.S, it would be 9:00pm tuesday in west africa.

You did not mention your location, so it is not possible to know the time difference between you and West Africa. Anyways, most African countries have the same time as the Greenwich Mean Time (GMT). The exceptions are the countries falling to the east of longitude line 0 (Benin, Niger and Nigeria) which are one hour ahead of GMT. Although Togo falls also east of line 0, but it follows GMT time, and so are Burkina Faso, Ghana and Mali which have significant parts of them to the east of line 0. So basically, West Africa has two time zones, GMT and GMT+1. You have to know the difference between your time and GMT to know the time in West Africa.
