Why do they have to add time at the end of each half in soccer for stopped play instead of just stopping the clock during the half when play is stopped like every other sport does?

The non-technical answer:
The game of soccer is supposed to be non-stop and flowing. This is one of the reasons that soccer is called "The beautiful game" by many people around the world. The players and fans don't want the game to be interrupted for any reason and thus the clock doesn't stop unless the match is called off. This allows for several things, including a fairly consistent match length. A soccer game will almost always last for 1 hour and 45 minutes. There are two 45 minute halves and a 15 minute half-time.

The technical reason:
FIFA, the international governing body for soccer, declares it to be the case. According to their laws of the game, stoppage time is added for the following reasons:
* substitution(s);

* assessment of injury to players;

* removal of injured players from the field of play for treatment;

* wasting time;

* any other cause.

* The allowance for time lost is at the discretion of the referee.

Because soccer is old and they didn't have good means for keeping time when the rules were written. They added stoppage time to make up for this problem. It's just a case of "this is the way we've always done it so why change". In the American MLS they tried a system where the clock counted down and was stopped for penalties, injuries etc. It was very unpopular.

This time is make up for when players waste time, injuries or when the ref. has atoug decision.
