How long is a piece of string? We're all different. Some people are blessed with big ones, some small. At 15, you shouldn't be concerned with your winky, as you are still going through puberty.

There is no right answer. As long as it does all the things it should do at your particular stage of development, and causes you no pain or other problems, its 100% normal. May fully grown men have very neatly packaged parts, other dangle free. Its just the way of it.
