high school level+ Master in Education, does such a person have a right to teach English at a college level?

As long as you have a masters degree and appopriate experience - yes.

Yes you do. Although it will be up to the individual employer whether they feel that your masters equipts you for the job. It is unlikely that your masters would have covered all areas you would be required to teach at college level anyway, a masters just shows that you have the capacity for in depth extended independant research and study. You could try to show potential employers evidence of further research in your own time as additional indication. Good Luck.

Yeah, good luck. If you only have your Master's and you're not planning on ever getting your doctorate, most universities will not allow you to teach. Some will on the condition that you continue your education while working.
2-year universities and junior colleges, however, will consider you without a Doctorate.

Yes as long as she or he knows some strat. and ways in teaching and also has potential to teach in the college level!

To be able to teach you need a Bachelors degree (first degree) and a PGCE (a postgraduate degree). The first teaches you your specialism, the second teaches you how to teach.
