First, is a group needed? In the decision-making process, is it handled by a lead individual, or a leadership group? In the implementation process, is it a 'mechanical' thing which each learns individually, or a dynamic and interactive thing? For the interactive, you need the other players so each can see the interplay of action, results, and follow-through.

If you are needing a change, be it a new product or new method, if the effects are isolated and results are arithmetic in nature, then group is often not needed except for the sake of slow or social learners (not the same things). To teach someone to play baseball is different from teaching someone to swim. Baseball necessitates group. Groups are only a convenience to teachers in swimming.
